Генеральний прокурор Руслан Кравченко 2-3 жовтня перебував у закордонному відрядженні в Нідерландах для участі у координаційній нараді Міжнародного центру з переслідування злочину агресії проти України (ICPA), що діє при Євроюсті в Гаазі.

Учасниками заходу були Генеральні прокурори Литви, Естонії, Румунії та України, в.о. Генерального прокурора Латвії та заступник Генерального прокурора Польщі. Сторони підтвердили непохитну відданість забезпеченню справедливості та підкреслили важливість підготовчої роботи, яка стане основою для подальших кримінальних переслідувань у майбутньому Спеціальному трибуналі.

Зазначимо, що Україна та Рада Європи в червні 2025 року підписали угоду про створення такого Трибуналу.

Під час наради представники Ради Європи презентували останні напрацювання, які отримали підтримку всіх її учасників. Зокрема відзначено, що розслідування злочину агресії, які вже ведуться національними органами у рамках діяльності ICPA, стануть невід’ємною частиною майбутнього процесу.

Під час засідання Генеральний прокурор Руслан Кравченко подякував усім учасникам наради. «Разом ми робимо надзвичайно важливу роботу для майбутнього правосуддя. Наша головна мета - забезпечити відповідальність за злочин агресії проти України. Зібрані докази та підготовлені матеріали стануть основою для роботи та майбутніх рішень Офісу прокурора Спеціального трибуналу. Ми вже багато чого досягли, але попереду ще багато роботи», - зазначив Генеральний прокурор.

Від початку повномасштабної війни Євроюст забезпечує системну підтримку у переслідуванні російських злочинів. Уже в березні 2022 року за його сприяння була створена спільна слідча група (JIT), до якої увійшли Україна, шість держав-членів ЄС, а також Офіс прокурора Міжнародного кримінального суду та Європол. Її діяльність підтримує ICPA – унікальний міжнародний центр, де прокурори працюють разом над документуванням злочину агресії.

Президент Євроюсту Міхаель Шмід також наголосив, що злочин агресії – це злочин вищого політичного та військового керівництва, і саме на встановлення цієї відповідальності спрямована робота міжнародних партнерів.

Прокурори відзначили високий рівень співпраці у межах JIT та ICPA. Ключем до успішної співпраці є База даних основних міжнародних злочинів, спеціальна судова база даних, створена Євроюстом для збереження, аналізу та зберігання доказів основних міжнародних злочинів.

Ukraine, together with its partners, is laying the foundations for the future work of the Special Tribunal for the Crime of Aggression against Ukraine

Prosecutor General Ruslan Kravchenko paid an official visit to the Netherlands to participate in the coordination meeting of the International Center for the Prosecution of the Crime of Aggression against Ukraine (ICPA), based at Eurojust in The Hague.

The participants of the event included the Prosecutors General of Lithuania, Estonia, Romania and Ukraine, Acting Prosecutor General of Latvia and Deputy Prosecutor General of Poland. The parties reaffirmed their unwavering commitment to ensuring justice and underlined the importance of the preparatory work which will serve as the foundation for future prosecutions before the Special Tribunal.

In June 2025, Ukraine and the Council of Europe signed an agreement on the establishment of such a Tribunal. During the meeting, representatives of the Council of Europe presented the latest developments, which were endorsed by all participants. It was noted that investigations into the crime of aggression already being conducted by national authorities within the framework of ICPA will constitute an integral part of the future work of the Special Tribunal.

During the meeting, Ruslan Kravchenko noted:

“First and foremost, I would like to express my gratitude to everyone. Together, we are carrying out extremely important work for the future of justice. Our main goal is to ensure accountability for the crime of aggression against Ukraine. The evidence collected and the materials prepared will serve as the basis for the work and future decisions of the Office of the Prosecutor of the Special Tribunal. We have already achieved a great deal, but much work still lies ahead.”

Since the beginning of the full-scale war, Eurojust has been providing systematic support in the prosecution of russian crimes. Already in March 2022, with its assistance, a joint investigative team (JIT) was established, comprising Ukraine, six EU member states, as well as the Office of the Prosecutor of the International Criminal Court and Europol. Its work is supported by ICPA –, a unique international center where prosecutors cooperate in documenting the crime of aggression.

The President of Eurojust, Michael Schmid, emphasized that the crime of aggression – is a crime commited by the highest political and military leadership, and the efforts of international partners are aimed at establishing accountability for it.

Prosecutors noted the high level of cooperation within the JIT and the ICPA. Central to this effective cooperation is the Core International Crimes Database (CICD), a dedicated judicial database established by Eurojust to preserve, analyse and store evidence of core international crimes.
