Ukraine together with partners prepares the basis for the work of a special tribunal on the crime of aggression of the Russian Federation

The Prosecutor General Ruslan Kravchenko was on an official trip to the Netherlands from October 2 to 3 to participate in the coordination meeting of the International Center for the Prosecution of the Crime of Aggression against Ukraine (ICPA), which operates under Eurojust in The Hague.
Participants in the event included the Prosecutors General of Lithuania, Estonia, Romania, and Ukraine, the Acting Prosecutor General of Latvia, and the Deputy Prosecutor General of Poland. The parties reaffirmed their unwavering commitment to ensuring justice and emphasized the importance of the preparatory work that will serve as the foundation for future criminal prosecutions in the upcoming Special Tribunal.
It should be noted that Ukraine and the Council of Europe signed an agreement in June 2025 to establish such a Tribunal.
During the meeting, representatives of the Council of Europe presented the latest developments, which received support from all participants. It was particularly noted that investigations into the crime of aggression already being conducted by national authorities within the framework of ICPA will become an integral part of the future process.
During the session, Prosecutor General Ruslan Kravchenko thanked all participants of the meeting. “Together we are doing extremely important work for the future of justice. Our main goal is to ensure accountability for the crime of aggression against Ukraine. The evidence collected and the materials prepared will serve as the basis for the work and future decisions of the Office of the Prosecutor of the Special Tribunal. We have already achieved a lot, but there is still much work ahead,” noted the Prosecutor General.
Since the beginning of the full-scale war, Eurojust has been providing systematic support in prosecuting Russian crimes. As early as March 2022, with its assistance, a joint investigative team (JIT) was established, which included Ukraine, six EU member states, as well as the Office of the Prosecutor of the International Criminal Court and Europol. Its activities are supported by ICPA – a unique international center where prosecutors work together to document the crime of aggression.
The President of Eurojust, Michael Schmid, also emphasized that the crime of aggression is a crime committed by the highest political and military leadership, and the work of international partners is aimed at establishing this accountability.
Prosecutors noted the high level of cooperation within the JIT and ICPA. The key to successful cooperation is the Core International Crimes Database, a specialized judicial database created by Eurojust to preserve, analyze, and store evidence of core international crimes.
