In February 2023, the sanatorium and the National Health Service of Ukraine concluded an agreement on medical care for the population under the medical guarantee program, in particular, under package No. 53 "Rehabilitation assistance for adults and children in inpatient conditions" with a total cost of UAH 122.3 million.

As the investigation established, in order to sign this contract, the director of the sanatorium declared inaccurate information about compliance with all the requirements of the National Health Service for the provision of rehabilitation assistance.

In fact, in violation of industry standards for the provision of rehabilitation assistance in the absence of a material and technical base and medical personnel, the sanatorium could not provide the scope of services under the Medical Guarantee Program. In addition, the institution ignored most of the orders of the Ministry of Health, there are no approved clinical protocols, regulations on departments, job duties of medical personnel, etc. have not been developed.

In order to give his actions a legitimate character, the director employed doctors of physical and rehabilitation care mainly "on paper," concluding fictitious contracts with subcontractors for the provision of laboratory research services and instrumental diagnostics. All this made it impossible for patients to receive full-fledged rehabilitation care and undermined citizens' trust in the health care system as a whole.

It was found that a significant part of the servicemen were deprived of the opportunity to receive high-quality free rehabilitation. At best, those who needed cardio-respiratory, musculoskeletal, neurological, and post-traumatic rehabilitation were treated with electrophoresis, mud, and mineral waters, which had nothing to do with evidence-based rehabilitation.

These violations are confirmed by the conclusion of the North-Eastern Office of the State Audit Service and the conclusion of the judicial commission economic expertise. In total, the amount of material damage to the state reaches UAH 78.8 million.

According to the results of the searches, documentation was seized, in particular, contracts for 2024-2025 concluded with the National Health Service of Ukraine with similar violations of the terms of the contract.

Today, the prosecutors of the Prosecutor General's Office notified the director of the sanatorium of the suspicion of committing a criminal offense provided for in part 5 of Art. 191 of the Criminal Code of Ukraine.

The pre-trial investigation is carried out by the Main Investigative Department of the National Police of Ukraine with the operational support of the Department of Strategic Investigations of the National Police of Ukraine.

Note: According to the first part of Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in a legal manner and established by a court conviction.
