The Prosecutor General of Ukraine Yuriy Lutsenko signed a decree on the recruitment General inspection

On Monday, 8 August 2016, the Prosecutor General of Ukraine Yuriy Lutsenko signed a decree "On priority measures to ensure the formation of personnel structure of the General Inspection".
The document was signed in the presence of the Deputy Prosecutor General of Ukraine Anzhela Stryzhevska and a former Federal Prosecutor and assistant of Prosecutor General of USA - Bohdan Vitvitsky.
"Today, we summarize the preliminary formation phase of the General Inspection at the Prosecutor's office.   That is the body that is supposed to supervise the legality of actions of the prosecutors and investigators of the entire system of the Prosecutor's office and it must be created from scratch," – outlined Yuri Lutsenko.
The Prosecutor General announced the creation of a competition Commission, which includes representatives of the public: lawyer Valentyna Telychenko, Yaroslav Yurchyshyn - Board member of public organization "Transparency International Ukraine", Yuriy Belousov – representative of Human Rights Watch.
"Anzhela Stryzhevska was appointed as the Head of the Commission, under the Law, as a citizen of Ukraine and employee of the Prosecutor General’s Office, but I would ask you to be a leader of the Commission", - said Yuriy Lutsenko, referring to Bohdan Vitvitsky, and offered him to integrate the American experience when interviewing candidates.
In addition, the Prosecutor General explained that the Commission should submit one nomination for the position of the Head, two deputies and members of the General Inspection for his approval.
"The competition will provide the opportunity to voluntarily undergo a test on general IQ skills and test on the knowledge of the law, which was prepared by our Academy. Candidates who would show the best results during the testing would be admitted to the interview," explained Yury Lutsenko, and noted that the Commission will determine the winners among the candidates.
He also noted that the wages of the employees of General Inspection would be more than twice higher than the wages of employees of bodies of Prosecutor's office.
The application should be handled during the period from 10 August to 10 September. From September 10 the Commission headed with two decent members will start to operate," - said Yuri Lutsenko.
During the signing of this order, the Deputy Prosecutor General Anzhela Stryzhevska told that the order will be published on the official website, and the Commission will be informing on a regular basis about its meetings and any other information that concerns the applicants for these positions will be brought to the attention.
In conclusion, Yury Lutsenko addressed to Bohdan Vitvitsky: "Bohdan, I'm honestly not going to withhold that I rely on your confidence rating in Ukraine as a representative of the American law enforcement system and you as an outstanding Ukrainian. I wish that you create a truly independent and highly professional body".
