Одеська обласна прокуратура in absentia повідомила про підозру командувачу Чорноморського флоту вмф зс рф у порушенні законів та звичаїв війни, вчиненому за попередньою змовою групою осіб (ч. 2 ст. 28, ч. 1 ст. 438 КК України).

26 лютого 2022 року, будучи ще на посаді начальника штабу – першого заступника командувача Чорноморського флоту, адмірал віддав наказ захопити українське пошуково-рятувальне судно «Сапфір», яке виконувало гуманітарну місію – евакуацію поранених та загиблих із району острова Зміїний. На судні не було жодного озброєння, а про мирний характер завдання капітан передав через міжнародний радіозв’язок.

Кораблі рф примусово зупинили «Сапфір» у відкритому морі. На борту перебували 17 членів екіпажу та 4 цивільних учасники місії, серед яких – лікар і священник. Російські військові провели обшук, вилучили мобільні телефони й особисті речі, силою утримували цивільних у замкнених приміщеннях, погрожували зброєю.

Після захоплення судна «Сапфір» адмірал особисто прибув на тимчасово окупований о. Зміїний. Там допитував капітана судна, з’ясовуючи можливу співпрацю з українськими військовими та СБУ. При цьому він знав про гуманітарний характер місії, однак не скасував незаконне утримання цивільного екіпажу.

Згодом судно разом із 21 цивільною особою на борту примусово перемістили до тимчасово окупованого Криму, а пізніше – до росії. Лише у березні-травні 2022 року людей вдалося звільнити в межах обміну. Також було повернуто українське рятувальне судно.

Раніше повідомлення про підозру отримали також командир розвідувального корабля «Экватор» та капітан рятувально-буксирувального судна «Шахтёр» Чорноморського флоту рф. Обидва причетні до жорстокого поводження з екіпажем «Сапфіра».

За процесуального керівництва Одеської обласної прокуратури досудове розслідування здійснює СУ ГУНП в Одеській області за оперативного супроводу Управління СБУ в Одеській області.

The commander of the black sea fleet of the russian navy was notified of suspicion for the order to seize the civilian rescue ship «Sapphire

Odesa Regional Prosecutor's Office notified of suspicion in absentia the commander of the black sea fleet of the navy of the russian armed forces of violating the laws and customs of war, committed by a group of persons based on a prior conspiracy (part 2 of Art 28, part 1 of Art. 438 of the Criminal Code of Ukraine).

On February 26, 2022, while still in the position of chief of staff –, first deputy commander of the black sea fleet, the admiral gave the order to seize the Ukrainian search and rescue vessel «Sapphire», which was performing a humanitarian mission – to evacuate the wounded and dead from the area of Zmiinyi Island. There were no weapons on the ship, and the captain transmitted about the peaceful nature of the task through international radio communication.

Russian ships forcibly stopped «Sapphire» in the open sea. There were 17 crew members and 4 civilian mission participants on board, including a doctor and a priest. The russian military conducted a search, seized mobile phones and personal belongings, forcibly detained civilians in locked rooms, and threatened them with weapons.

After the capture of the ship «Sapphire», the admiral personally arrived at the temporarily occupied Zmiinyi island. There he interrogated the ship's captain, finding out possible cooperation with the Ukrainian military and the SSU. At the same time, he knew about the humanitarian nature of the mission, but he did not cancel the illegal detention of the civilian crew.

Subsequently, the ship, together with 21 civilians on board, was forcibly moved to the temporarily occupied Crimea, and later – to russia. Only in March-May 2022, people were released within the framework of the exchange. A Ukrainian rescue vessel was also returned.

Earlier notifications of suspicion were also servedwith the commander of the reconnaissance ship «Equator» and the captain of the rescue and towing vessel «Shakhtyor» of the black sea fleet of the russian federation. Both involved in the ill-treatment of the crew of «Sapphire».

Under the procedural supervision of the Odesa Regional Prosecutor's Office, a pre-trial investigation is carried out by the Investigations Department of the Main Department of National Police in the Odesa Region with the operational support of the SSU Department in the Odesa Region.
