Under the procedural supervision of the Ivano-Frankivsk Regional Prosecutor's Office, police investigators notified the former director of “Ivano-Frankivsk Teploenergo” LLC of suspicion (part 1 of Art 366, part 5 of Art. 191 of the Criminal Code of Ukraine) and the former director of «Ivano-Frankivskteplokomunenergo» SE (part 2 of Art. 367 of the Criminal Code of Ukraine).

According to the investigation, during 2020-2023, an official of LLC «Ivano-Frankivsk Teploenergo» misappropriated the funds of the Ivano-Frankivsk territorial community during the provision of heat energy supply services to the population. At the same time, the official of «Ivano-Frankivskteplokomunenergo» SE, improperly performing his official duties, was not convinced of the reliability of the information provided by the company regarding the indicators of losses of transported thermal energy, which led to a distortion of the indicators of the heat received by the urbanites.

Thus, the former director of «Ivano-Frankivsk Teploenergo» LLC misappropriated the funds of “Ivano-Frankivskteplokomunenergo” ME in the amount of almost UAH 11 million, of which more than UAH 5.3 million due to the overestimation of the volume of transported thermal energy and UAH 5.6 million – due to the deliberate underestimation of the losses of thermal energy from the total volume of heat energy inflows into main thermal networks from one of the boiler houses in Ivano-Frankivsk.

In turn, the director of “Ivano-Frankivskteplokomunenergo” ME committed official negligence when signing the terms of the contract, which included fictitious losses of thermal energy of 29.97%, instead of real losses of 34.97%. He also signed the acts of the provided services, from which compensation for thermal energy losses was not received and overpaid by the municipal company due to the overestimation of the volume of transported thermal energy by “Ivano-Frankivsk Teploenergo” LLC in the amount of UAH 8 million.

Pre-trial investigation in criminal proceedings is carried out by investigators of the Investigation Department of the Main Department of the National Police in the Ivano-Frankivsk region.
