The deputy commander of the psychological support battalion is suspected of exceeding his powers and fraud of UAH 1.5 million

Under the procedural guidance of the Zaporizhzhia Specialized Prosecutor's Office in the field of defense of the Eastern region, a suspicion has been announced against the deputy commander of the battalion for psychological support of personnel, a major of the Armed Forces of Ukraine, under part 5 of Article 426-1 and part 5 of Article 190 of the Criminal Code of Ukraine.

The actions of the serviceman have been qualified as exceeding the official powers of a military official, committed under martial law, and fraud committed under martial law, in particularly large amounts.

The pre-trial investigation established that from November 2024 to April 2025, the suspect, exceeding his official powers, ordered the commander of the company to include three subordinate servicemen—two junior sergeants and one soldier—in the lists for the payment of additional monetary rewards. In fact, the mentioned servicemen did not perform combat (special) tasks and did not participate in national security and defense activities.

Based on the submitted fictitious lists, three subordinates were unjustifiably credited with an additional monetary reward of 100,000 hryvnias each every month. 70% of the received funds were handed over to their superior in cash by the servicemen.

The total amount of unjustifiably credited payments is 1,560,000 hryvnias, of which over 1,090,000 hryvnias were received by the suspect. 

He has been served with a motion for the selection of a preventive measure in the form of detention.

The pre-trial investigation in the criminal proceedings is being conducted by the Territorial Office of the State Bureau of Investigations located in the city of Melitopol.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
