Driver's license bypassing the law: prosecutors exposed the equipment to which the police officer of Kharkiv region is involved

Under the procedural guidance of the Kharkiv Regional Prosecutor's Office, a police officer has been notified of suspicion for receiving unlawful benefits for himself or a third party for influencing the decision-making of a person authorized to perform state functions, committed by a group of individuals (Part 1 of Article 28, Part 2 of Article 369-2 of the Criminal Code of Ukraine), as well as his two accomplices for aiding in the commission of this crime (Part 5 of Article 27, Part 1 of Article 28, Part 2 of Article 369-2 of the Criminal Code of Ukraine).
According to the investigation, in November 2024, the head of a department of one of the district police departments of the Main Directorate of the National Police in the region organized the illegal issuance of a category "D" driver's license for an acquaintance who had been deprived of driving rights for driving under the influence. For his "assistance," he set a reward of 55,000 UAH, which he later received.
A mediator was involved in the process, who coordinated actions and took an additional 14,000 UAH. The candidate took the theoretical exam at the Service Center in Donetsk region — the examiner remotely indicated the correct answers.
During the preparation for the practical exam, another coordinator joined — he organized registration, travel, briefing, and the transfer of funds. On September 19, 2025, at a gas station, the candidate handed over a deposit of 7,000 UAH. The mediator reported that part of it had already been given to the "necessary people."
On the same day at the Service Center in Kramatorsk, the candidate paid the official fee, submitted documents, and was allowed to take the practical exam. At the site, the mediator received another 8,000 UAH. After several exercises, the instructor announced the successful completion of the exam. Later that evening, the candidate received a driver's license with an open category "D."
Law enforcement officers uncovered the police officer and his two accomplices. The issue of suspending the police officer from his position is being resolved.
The investigation is ongoing, and other individuals involved in the crime are being identified, including among the employees of the Service Center of the Ministry of Internal Affairs.
The pre-trial investigation is being conducted by the second investigative department (located in Kharkiv) of the Territorial Department of the State Bureau of Investigation, based in Poltava. Operational support: Kharkiv Department of the Department of Internal Security of the National Police.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
