A law enforcement officer and his accomplice who organized the illegal transportation of men abroad were exposed

Prosecutors of the Specialized Prosecutor's Office in the Defense Sector of the Southern Region, together with the State Bureau of Investigation and the Security Service of Ukraine, uncovered a channel for the illegal transportation of conscription-age men across the state border of Ukraine in Odesa region.

A law enforcement officer and his accomplice-civilian are involved in organizing the scheme, and they have been notified of suspicion under Part 3 of Article 332 of the Criminal Code of Ukraine – organizing the illegal transportation of persons across the state border of Ukraine.

According to the investigation, the suspects established a channel for the exit of conscription-age men beyond the borders of Ukraine. For their "services," they demanded 18,000 US dollars per person.

The organizers assured that they could ensure illegal border crossing outside the official checkpoint towards Moldova, with the involvement of certain officials from the State Border Guard Service of Ukraine, who allegedly were to "guarantee" transportation across the border by car.

The suspects convinced clients that they had repeatedly helped conscription-age men illegally leave Ukraine, who "successfully and without hindrance left Ukraine."

A man who was offered to use the scheme contacted law enforcement. Further events took place under the control of the investigation.

In October 2025, after receiving the first part of the bribe – 10,000 US dollars – both suspects were detained.

Currently, the issue of choosing a preventive measure in the form of detention is being resolved.

Law enforcement is checking the possible involvement of other officials in the commission of the crime, as well as identifying individuals who may have used the illegal "services."

The pre-trial investigation is being conducted by investigators of the Second Investigative Department (located in Odesa) of the Territorial Administration of the State Bureau of Investigation in Mykolaiv, with operational support from the Security Service of Ukraine in Odesa region and the military counterintelligence of the 26th Border Detachment of the State Border Guard Service of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
