Three heads of units of the Uman City Council were held accountable for budget losses for over UAH 7.3 million

Under the procedural guidance of prosecutors from the Office of the Attorney General, three officials of the Uman City Council have been notified of suspicion for their illegal actions that caused losses to the local budget exceeding 7.3 million UAH.

It has been established that the director of one of the municipal enterprises of the city council, contrary to established restrictions, awarded bonuses to employees from November 2022 to June 2023, which led to an unjustified increase in the need for budget funds and their expenditure. The head of the accounting department of the executive committee of the city council, who was supposed to properly monitor the use of local budget funds, through negligence allowed these payments, resulting in losses totaling over 3 million UAH.

It has also been established that the deputy head of the Department of Labor and Social Protection of the Uman City Council, from January 2022 to May 2024, entered into contracts with utility service providers for internally displaced persons and did not apply the preferential tariffs that the Government provides for this category of individuals. As a result, an excess of 4.3 million UAH was paid from the city budget.

The director of the municipal enterprise of the Uman City Council is charged under part 5 of Article 191 of the Criminal Code of Ukraine, while the chief accountant of the executive committee and the deputy head of the department are charged under part 2 of Article 367 of the Criminal Code of Ukraine.

Currently, investigative actions are ongoing to identify other individuals involved in the misappropriation of budget funds and the full extent of the damages incurred. The role of other officials in the Department of Social Protection and the legality of the contracts concluded are being verified.

The documentation of the criminal activity was carried out by prosecutors in cooperation with investigators from the National Police of Ukraine.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
