A law enforcement officer is suspected of having contributed to the obtaining of fictitious documents for studying at a driving school

Under the procedural guidance of the Kherson Regional Prosecutor's Office, an inspector from one of the units of the Patrol Police Department in the Kherson region has been exposed and notified of suspicion for aiding in the receipt of unlawful benefits, committed in conspiracy by a group of individuals (Part 5 of Article 27, Part 4 of Article 368-3 of the Criminal Code of Ukraine).

According to the investigation, in 2023–2024, the law enforcement officer, using official connections, facilitated the fictitious completion of theoretical and practical training at one of the driving schools in Kherson. The cost of the "services" ranged from 8,000 UAH and above. 

Through the intermediary of the suspect, accomplices produced forged documents regarding the completion of training, after which this data was entered into the official database. This automatically allowed for the further issuance of driver's licenses without actual training.

Employees of one of the driving schools, a territorial service center of the Ministry of Internal Affairs, and law enforcement officers were also involved in the scheme. Pre-trial investigations against them are being conducted in another criminal proceeding. 

Currently, measures are underway to identify other participants in the illegal activity and hold them accountable.

It is worth noting that in November 2025, six individuals involved in this scheme were exposed and notified of suspicion six individuals. Indictments have been sent to court regarding three of them. 

The pre-trial investigation is being conducted by the Territorial Department of the State Bureau of Investigation in Melitopol.

Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a court verdict.
