Specialized prosecutors in the field of defense are systematically exposed and criminally responsible for persons involved in corruption schemes, organization of evasion of mobilization and illegal crossing of the border

In just two weeks, prosecutors from the Specialized Prosecutor's Offices in the defense sector documented 46 individuals involved in criminal offenses related to unlawful benefits, illegal transportation of conscripts across the state border, and evasion of mobilization. The total amount of unlawful benefits is nearly 8 million UAH.

Illegal transportation of conscripts

•   In Lviv, the deputy head of one of the departments of the Ministry of Defense of Ukraine was exposed. He organized the illegal transportation of a person across the state border for 16,500 USD.

•   In Kyiv, a serviceman of the Armed Forces of Ukraine facilitated the escape of two conscripts abroad for 82,000 USD.

•   In Dnipro, a serviceman and a civilian were notified of suspicion for transporting individuals who had deserted their places of service for 14,000 USD.

•   In Kryvyi Rih, three citizens were detained for organizing the transportation of conscript-age men for 6,500 USD.

•   In Chernivtsi, two servicemen of the Regional Center for Recruitment and Social Support were detained for demanding 3,000 USD for transporting a man to Romania.

•   In Kharkiv, a police officer was exposed for organizing the escape of conscripts across the state border for 90,000 UAH.

•   In Rivne region, two citizens attempted to give 4,000 USD to the head of the border post for transporting a conscript to the Republic of Belarus.

Unlawful benefits during mobilization

•   In Kyiv, the chief specialist of the Ministry of Defense's department was detained for demanding 10,000 USD for reserving conscripts at critical infrastructure enterprises.

•   In Lviv, a person was notified of suspicion for facilitating the granting of deferments, removal from the wanted list, and obtaining the status of a clergyman for 413,164 UAH.

•   In Odesa, a serviceman of the Armed Forces of Ukraine was exposed for providing fictitious inclusion in the composition of the Territorial Defense Forces for 4,000 USD.

•   In Chernivtsi, a former serviceman of the Regional Center for Recruitment and Social Support was detained for demanding 2,300 USD for a deferment and removal from the wanted list.

•   In Mykolaiv, a law enforcement officer was detained for receiving 2,000 USD for influencing a decision on non-conscription.

•   In Zaporizhzhia, the deputy head of the state executive service department was notified of suspicion for promising to remove a conscript from the wanted list for 1,500 USD.

•   In Zakarpattia, a serviceman of the Regional Center for Recruitment and Social Support was exposed for receiving 1,300 USD for a deferment.

•   In Kherson, a leading specialist of the Regional Center for Recruitment and Social Support was detained for promising to remove a person from the wanted list for 25,000 UAH.

•   In Chernihiv, an officer of the Regional Center for Recruitment and Social Support was detained for demanding 20,000 UAH for a similar service.

•   In Khmelnytskyi, a person was detained for promising to influence the military service regarding the "removal" of a serviceman for 6,500 USD.

•   In Lviv, a cadet was exposed for giving 3,000 USD to an instructor for assistance in desertion.

•   In Odesa, the commander of a communication platoon and his comrade were detained for receiving 2,000 USD and 20,000 UAH for concealing a serviceman's absence.

Schemes in military medical commissions

•   In Cherkasy, the acting head of the Regional Center for Recruitment and Social Support was detained for promising a "favorable" decision from the military medical commission for 8,000 USD.

•   In Poltava, a member of the military medical commission and a doctor from a local hospital were detained for demanding 5,000 USD for establishing a disability group.

•   In Odesa, a group of four individuals – a serviceman and doctors – was exposed for producing forged medical documents for 5,000 USD.

•   In Kharkiv, the secretary of the regional military medical commission was exposed for "adjusting" conclusions about fitness for service for 3,000 USD.

•   In Vinnytsia, a military unit surgeon was detained for influencing the military medical commission's decision on "limited fitness" for 500 USD.

The actions of the suspects have been qualified under Articles 332, 368, 369, 369-2, 408 of the Criminal Code of Ukraine. At the request of the prosecutors, preventive measures are being chosen for the suspects, including detention.

The exposures were conducted under the procedural guidance of prosecutors from the specialized prosecutor's offices in the defense sector of the Central, Western, Eastern, Southern regions, as well as Kyiv, Dnipro, Kryvyi Rih, Chernivtsi, Rivne, Mykolaiv, Zaporizhzhia, Zakarpattia, Chernihiv, Khmelnytskyi, Lviv, Odesa, Cherkasy, Poltava, and Vinnytsia, in cooperation with employees of the Security Service of Ukraine, the National Police, and the State Bureau of Investigations.

Prosecutors will continue to ensure the inevitability of punishment for all those who attempt to circumvent the law or profit from the war.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
