The Prosecutor's Office and the SBU were informed in absentia of the suspicions of the Russian general and his subordinate, which were ordered to strike a rocket strike on the Kiev TV tower in March 2022

Prosecutors of the Kyiv City Prosecutor's Office, together with investigators from the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region, have notified the commander of the long-range aviation of the Russian Aerospace Forces and the commander of the 121st Heavy Bomber Aviation Regiment of their suspicions, under whose orders on March 1, 2022, Russian military forces shelled civilian objects in Kyiv. The suspects are Lieutenant General Serhiy Kobyliash and Colonel Oleg Skitsky.

As a result of the airstrikes on Kyiv, five residents of the capital were killed, and six others were injured. All the deceased and injured were civilians. The Kyiv TV tower's equipment, vehicles, and a sports complex were also damaged.

The actions of the suspects have been qualified under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine, specifically as issuing an order to commit violations of the laws and customs of war, combined with intentional murder committed by a group of persons by prior conspiracy.

The pre-trial investigation is being conducted by investigators of the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv region.

It should be noted that earlier, Russian General Serhiy Kobyliash was suspected of ordering a missile strike on Okhmatdyt in Kyiv on July 8, 2024. He is also a suspect in the commission of other war crimes in Ukraine. In March 2024, the International Criminal Court issued a warrant for his arrest.

The commander of the 121st Bomber Aviation Regiment of the Russian Federation, Oleg Skitsky, is suspected of carrying out a missile strike on Kryvyi Rih in the summer of 2023. As a result of the attack, 8 civilians were killed. He is also suspected of involvement in the shelling of energy enterprises and electrical substations in the Kyiv, Zhytomyr, Kirovohrad, and Vinnytsia regions in 2024.
