Under the procedural guidance of the Donetsk Regional Prosecutor's Office, the 40-year-old man was notified of suspicion of collaborative activities (Part 5 of Article 111-1 of the Criminal Code of Ukraine).

According to the investigation, the suspect is a former employee of the Donetsk Railway. In 2018-2023, as a deputy of the so-called "people's council of the DPR", he headed a fake committee on transport and communications. In December 2024, on the basis of a decree of the head of the quasi-republic, he was appointed to the post of "Minister of Transport of the DPR".

The man participates in meetings of the "government", signs documents, appoints and dismisses employees. Under his leadership, the pseudo-ministry provides the so-called "public services", manages the property under its jurisdiction, and also exercises control and supervision in the field of transport and road facilities.

In addition, the suspect ensures the preparation and implementation of decisions of the occupation administration, issues orders and represents the agency in relations with the controlled authorities.

Pre-trial investigation by the Main Directorate of the Security Service of Ukraine in Donetsk and Luhansk regions.

The maximum penalty is 10 years in prison with deprivation of the right to hold certain positions or engage in certain activities for up to 15 years and with confiscation of property.

Note: according to Art. 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in a legal manner and established by a guilty verdict of the court.
