The suspicion of a collaborator who headed the audit department in the occupation tax service was reported
19.11.2025
In June 2022, Russian troops occupied the city of Kherson and a significant part of the Kherson region. Under the control of the occupiers were infrastructure facilities, municipal and private enterprises.
Building their own administrative system in the occupied territories, the invaders created the "Tax Service of the Kherson Region." A 53-year-old local resident agreed to head the internal audit department. Taking on the leadership position, he controlled local entrepreneurs, forcing them to re-register their businesses under the new "laws" and pay taxes in rubles to the Russian budget. He also planned and organized business inspections, monitoring compliance with the internal documents of the tax service of the Russian Federation.
In November 2022, after the de-occupation of Kherson, the man moved to the temporarily occupied territory in the city of Skadovsk, where he continues to work in the illegal body.
Under the procedural guidance of prosecutors from the Chernivtsi Regional Prosecutor's Office, he has been notified in absentia of suspicion of collaborationist activities (Part 5 of Article 111-1 of the Criminal Code of Ukraine). The sanction of the article provides for a punishment of up to 10 years of imprisonment.
A special pre-trial investigation is being conducted by investigators of the Security Service of Ukraine in the Chernivtsi region.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
