Under the procedural guidance of the Dnipropetrovsk Regional Prosecutor's Office, a scheme for the illegal transportation of conscription-age men across the state border of Ukraine has been uncovered.
According to the investigation, one of the suspects was searching for "clients" among those liable for military service, while the other, using connections in a hospital, promised to provide a conclusion from the Military Medical Commission about unfitness for service, which allowed for illegal crossing of the state border.
For this, they demanded 20,000 US dollars from each person.
On November 19, 2025, after receiving the first part of the illegal benefit — 10,000 US dollars — both men were detained and notified of suspicion for organizing the illegal transportation of individuals across the state border of Ukraine (part 3 of Article 332 of the Criminal Code of Ukraine).
As a result of searches, law enforcement seized cash amounting to over 1 million UAH, computer equipment, flash drives, phones, medical documents regarding six individuals, items resembling weapons without the required legal permits, ammunition, and a vehicle.
Currently, the issue of choosing a preventive measure in the form of detention is being resolved.
The involvement of Military Medical Commission doctors is being verified, and other individuals who may have used the illegal "services" are being identified.
The pre-trial investigation is being conducted by investigators of the Main Directorate of the National Police in the Dnipropetrovsk region with operational support from the Department of Strategic Investigations of the National Police of Ukraine.
