Injuring a child in Kupyansk: the fact that the minor was in the mandatory evacuation area is being investigated

The pre-trial investigation established that in September 2024, a woman was evacuated along with her two minor children from the village of Moskivka in the Kupiansk district to the city of Kharkiv due to the classification of this territory as an active combat zone.

According to the current lists of territories, the city of Kupiansk and the village of Moskivka in the Kupiansk district have officially been classified as active combat zones since the beginning of 2024, from which mandatory evacuation of the population has been implemented, including children with their parents or legal representatives, including by force.

Despite these decisions, a month after the evacuation, the woman returned with her children to the village of Moskivka. In May 2025, she left for Kharkiv only with her younger son, while leaving her older daughter to live in the city of Kupiansk with her grandmother - the mother of her ex-husband.

On the evening of September 7, 2025, in the city of Kupiansk, as a result of another enemy shelling, a 6-year-old girl sustained serious bodily injuries that were life-threatening. At the time of the attack, the child was in the yard of a residential property.

The injured child was immediately evacuated to one of the medical facilities in the city of Kharkiv, where she received the necessary medical assistance.

Under the procedural guidance of the Kupiansk District Prosecutor's Office of Kharkiv Region, on December 25 of this year, the child's mother was informed of the suspicion of grossly failing to fulfill her legally established duties regarding the care of the child, which resulted in serious consequences (Article 166 of the Criminal Code of Ukraine).

The pre-trial investigation is being conducted by investigators from the investigative department of the Kupiansk District Police Department of the Main Directorate of the National Police in Kharkiv Region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
