Prosecutors of the Rivne Regional Prosecutor's Office submitted an indictment to the court on October 20, 2025, against two individuals who attempted to blow up law enforcement officers in May 2025 by planting explosives in an abandoned building near the regional center.

The investigation established that the 18-year-old youths found an offer for quick earnings in one of the “Telegram” channels. They assembled two homemade explosive devices with remote activation capabilities and placed them in the abandoned premises. 

After that, the police received a report about a body with signs of violent death found in the same building. When the investigative team arrived at the scene, an explosion occurred. However, thanks to the police's quick response, there were no casualties.

Law enforcement officers promptly identified the individuals involved, detained them, and informed them of the suspicion.

The actions of the offenders were classified as illegal acquisition and storage of ammunition, manufacturing of homemade explosive devices, as well as committing a terrorist act by a group of individuals in conspiracy (Part 2 of Article 28, Part 1 of Article 263, Part 2 of Article 263-1, Part 2 of Article 258 of the Criminal Code of Ukraine). They are currently in custody.

The pre-trial investigation was conducted by investigators of the Security Service of Ukraine in the Rivne region, with operational support from the security agency and the Main Directorate of the National Police in the region.
