The director of a utility company, who organized illegal sand mining worth almost UAH 2.3 million, will be tried in Sumy Oblast

The Romny District Prosecutor's Office has approved and on October 28, 2025, sent to court an indictment against the director of one of the communal enterprises in the Romny district of the Sumy region, whose abuse of office caused severe consequences for state interests.

According to the investigation, the director rented 2 hectares of land in the Nedryhailiv community. Without a permit for mineral extraction, he ordered his subordinates to extract a sand-gravel mixture and sell it. From April to July 2024, 342 cubic meters of the mixture were illegally extracted from the sand quarry, which was then sold.

An expert examination established that the director's actions caused damage to the state amounting to 2 million 286 thousand hryvnias. His actions were classified under part 2 of Article 364 of the Criminal Code of Ukraine — abuse of office for the purpose of obtaining illegal benefits for a legal entity, which caused severe consequences.

The pre-trial investigation was completed by investigators of the Romny District Police Department of the Main Directorate of the National Police in the Sumy region in cooperation with the Security Service of Ukraine in the Sumy region under the procedural guidance of the prosecutor's office.
