An official of the TCC was detained in Kyiv region

The head of the department of one of the district military enlistment offices in the Kyiv region is suspected of extorting 4,000 US dollars to "resolve the issue" of mobilization. For this money, he promised to remove a man from the wanted list, update military registration data, process documents, and conduct a military medical commission without further conscription.

Under the procedural guidance of the Specialized Prosecutor's Office in the field of defense of the Central region, he has been notified of suspicion under part 3 of Article 368 of the Criminal Code of Ukraine (receiving unlawful benefits by a public official, combined with extortion).

According to the investigation, the official demanded from a conscript who was on the wanted list and had approached to resolve the military registration issue due to a change of job, an unlawful benefit of 4,000 US dollars for not taking measures regarding his conscription for military service during mobilization.

For the agreed amount, the suspect promised to assist in removing the conscript from the wanted list, updating military registration data, processing the necessary documents, and organizing the passage of the military medical commission without further mobilization.

At the same time, he emphasized that if the transfer of funds was refused, the mentioned issues would not be resolved, and the individual would be mobilized into the ranks of the Armed Forces of Ukraine.

After receiving the unlawful benefit of 4,000 US dollars, the official was detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine, and the subject of the unlawful benefit was seized.

The suspect has been chosen a preventive measure in the form of detention with the possibility of posting bail.

The pre-trial investigation is being conducted by the Territorial Office of the State Bureau of Investigations located in Kyiv, with operational support from the Main Investigation Department in the Kyiv region, with the assistance of the Kyiv Regional Territorial Center for Recruitment and Social Support.

Within the framework of the program to expose illegal actions of officials of military enlistment offices and military medical commissions "The Reverse Side of Military Enlistment Offices and Military Medical Commissions," during 2026, under the procedural guidance of specialized prosecutors in the field of defense, 54 officials of military enlistment offices and military medical commissions have been notified of suspicion in 42 criminal proceedings for committing corruption-related criminal offenses associated with mobilization. The documented amount of unlawful benefits amounted to 156.1 thousand US dollars and 301.5 thousand hryvnias.

Note: According to Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
