At the request of the Attorney General, the prosecution authorities have intensified their response to any signals regarding threats to the life and health of children.
Over the past two days in the Kyiv region, prosecutors, together with law enforcement and social services, intervened in several situations where children were in real danger.
Systematic violence against minor children
In the Fastiv district, under the procedural guidance of the district prosecutor's office, a man has been suspected of systematically applying physical violence to two minor children of his cohabitant – a 3-year-old boy and a 2-year-old girl. According to medical conclusions, the children suffered severe physical pain, and multiple bruises were recorded.
The suspect has been detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine. His actions have been qualified under Part 2 of Article 127 of the Criminal Code of Ukraine (torture). At the prosecutor's request, the court has chosen a preventive measure in the form of detention.
Removal of children from dangerous living conditions
At the same time, in the city of Bila Tserkva and in the city of Vasylkiv in the Obukhiv district, during interdepartmental monitoring visits, minor children were found living in conditions that did not meet the minimum safety and hygiene requirements.
These conditions included unsanitary living conditions, lack of proper care, food, and safe heating, as well as aggressive behavior from adults who were intoxicated and posed a direct threat to those around them.
As a result of the inspections, a decision was made for the immediate removal of the children and their temporary placement in social and psychological rehabilitation facilities. The children are under the supervision of medical professionals and social service specialists. Further decisions are being made regarding their subsequent placement in safe family care arrangements.
“These actions are in fulfillment of the Attorney General's directive to strengthen the role of the prosecution in protecting children's rights. The heads of regional prosecutor's offices bear personal responsibility for coordinating interdepartmental interaction, responding immediately to any reports of threats to children, and monitoring each such case. In the event of danger to a child, the state is obliged to act without delay, and no 'family circumstances' can justify violence or indifference. The prosecution is focused on the real protection of children's rights and the inevitability of responsibility for anyone who violates them,” said Deputy Attorney General Viktor Lohachov.
Note: According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
