Prosecutors in Dnipropetrovsk region, in cooperation with other law enforcement agencies, uncovered and notified 29 individuals of suspicion. The total damages amount to nearly 30 million UAH.

Budget Funds

• The deputy director of one of the departments of the Dnipro City Council, during the procurement of electricity for educational institutions, did not verify its market value and concluded a number of additional agreements, inflating the price of electricity. Damages – 7.5 million UAH.

• The director of the Department of Urban Development and Infrastructure of the Dnipro City Council, together with two directors of controlled companies, inflated the cost of works and indicated the use of equipment that was not actually used during the repair of the sewage network. Damages – over 1.5 million UAH.

• An official from one of the subdivisions of the regional branch of JSC "Ukrzaliznytsia," in collusion with three directors of contracting companies, organized a scheme for embezzling state funds allocated for reissuing documents regarding land plots used by "Ukrzaliznytsia." Based on forged documents, over 1.7 million UAH was illegally transferred to contractors.

• An official of a state enterprise and the director of a limited liability company embezzled state funds during the procurement of electricity, unjustifiably increasing its cost based on additional agreements. Damages – 2.4 million UAH.

• A former accountant of a municipal enterprise did not transfer funds received from residents of the Pavlohrad district for utility services to the enterprise's account, instead embezzling them by forging official documents. Damages – over 4.8 million UAH.

• An authorized person in the field of public procurement for a preschool education institution, without verifying the market value, purchased solar panels with additional equipment and energy storage systems at an inflated price. Damages – 350 thousand UAH.

• A technical supervision engineer did not ensure proper control during the capital repair of the roof of a municipal educational institution, where the contracting organization used materials that did not comply with the project documentation. Community damages – over 270 thousand UAH.

Fraud

An assistant to a private notary, a real estate inventory technician, a state registrar of the executive committee, an entrepreneur, and a woman who produced forged documents developed a scheme for the illegal re-registration of real estate. During 2023–2024, they registered seven properties to individuals who had no legal grounds for obtaining them. The damages to the state amount to 1.1 million UAH.

Ecology

* The acting director of one of the branches of the State Enterprise "Forests of Ukraine," lacking special permits, allowed illegal logging in the local landscape reserve "Mosty" in the territory of the Kamianske district. Environmental damages amount to 6.9 million UAH.

• The production manager of an agricultural firm, without obtaining the necessary permits, discharged pollutants into the atmosphere, causing environmental damages to the state of over 2.4 million UAH.

• The deputy director of an agricultural enterprise polluted the atmospheric air with harmful substances without a special permit. Damages – 500 thousand UAH.

• A technology engineer of one of the municipal enterprises allowed systematic discharges of contaminated wastewater into the mouth of a river within the Pavlohrad district. Damages – 160 thousand UAH.

Drug Trafficking

• A group of four individuals organized a scheme for the sale of methamphetamine and methadone through "stash" methods in the city of Kamianske.

• Three residents of Kryvyi Rih organized a scheme for growing cannabis and producing and selling cannabis.

In addition, an organized group of four individuals who produced and sold up to 15 kg of amphetamine via the Internet in Kryvyi Rih every month will be prosecuted.

Depending on the composition of the committed crimes, the suspects are charged under Articles 190, 191, 241, 242, 307, 310, 358, 362, 366, 367 of the Criminal Code of Ukraine. Currently, preventive measures have already been chosen for some of them.

Note: According to Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
