The Desnyansky Specialized Prosecutor's Office in the field of defense of the Central region, together with the Main Directorate of the National Police in the Chernihiv region, with operational support from the Department of Counterintelligence of the Security Service of Ukraine, has reported suspicion against a servicemember of one of the Regional Centers for Recruitment and Social Support in the Chernihiv region for committing a criminal offense under Part 5 of Article 361 of the Criminal Code of Ukraine (unauthorized interference in the operation of electronic communication systems during the period of martial law).

According to the investigation, in September 2025, the servicemember illegally made changes to the records of conscripted individuals in the Unified State Register of Conscripts, Military Obligated Persons, and Reservists "Oberih".

In particular, six facts of illegal interference in the system have been documented: the introduction of false information regarding the passage of a military medical commission, registration for military accounting, and subsequent removal from it of three citizens who actually had no grounds for this.

Such actions created grounds for evading military service and the possibility of unhindered crossing of the state border of Ukraine by military obligated individuals.

The suspect has been placed under a preventive measure in the form of house arrest during nighttime hours.

The sanction of the incriminated article provides for punishment in the form of imprisonment for a term of ten to fifteen years, with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
