Head of the Chechen Republic of the Russian Federation was reported suspected of committing war crimes

It has been established that on 29.10.2024, the Defense Forces of Ukraine carried out a drone strike at the location of the Russian Special Forces University in the city of Gudermes, Chechen Republic, which is a legitimate military target, where servicemen of the Kadyrov units undergo training and military preparation before being deployed to the combat zone in Ukraine.

On the same day, Kadyrov R.A., motivated by revenge and aiming to intimidate the servicemen of the Armed Forces of Ukraine, in violation of the requirements of international humanitarian law, issued an unlawful order to the commanders of military units under his command not to take Ukrainian servicemen prisoner, thereby making a statement that there would be no mercy.

Furthermore, from October 2024 to April 2025, being aware of the Armed Forces of Ukraine striking military facilities located in the territory of the Chechen Republic of the Russian Federation, Kadyrov R.A. organized and ensured the constant detention of at least 200 Ukrainian Armed Forces servicemen who were captured, in the premises of the units of the Federal National Guard Service of the Russian Federation in the Chechen Republic, and the Ministry of Internal Affairs of the Russian Federation in the Chechen Republic, with the aim of using the presence of Ukrainian prisoners of war as a human shield to protect the specified facilities from military operations, exploiting the vulnerable state of the captives, in violation of the requirements of international humanitarian law.

The statement that there would be no mercy and the use of prisoners of war as a human shield are recognized as war crimes under the provisions of the Rome Statute of the International Criminal Court.

The actions of the Head of the Chechen Republic are classified under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes, namely violations of the laws and customs of war as provided by international treaties, the obligation of which has been accepted by the Verkhovna Rada of Ukraine).

The pre-trial investigation is being conducted by the Main Investigative Department of the Security Service of Ukraine.

For the commission of the alleged crimes, the Criminal Code of Ukraine provides for punishment in the form of imprisonment for a term of eight to twelve years.
