Prosecutors of the Khmelnytskyi Regional Prosecutor's Office, together with law enforcement agencies in the region, have notified 39 individuals of suspicion – heads of communities, deputies, heads of state authorities and local self-government bodies, communal enterprises, educational institutions, and contractors.

The suspicions were announced regarding the misappropriation of budget funds, abuse of power and official position, official forgery, and official negligence (Part 2 of Article 28, Parts 2, 3, 4, 5 of Article 191, Part 2 of Article 364, Parts 1, 2 of Article 366, Part 2 of Article 367 of the Criminal Code of Ukraine).

The actions of these individuals led to budget losses amounting to over 32 million UAH.

The following individuals have been notified of suspicion:

- a deputy of the Kamianets-Podilskyi City Council – a former head of the city hospital and ex-director of the Department of Urban Development of the Kamianets-Podilskyi City Council, who illegally transferred a hospital building to a private developer for the construction of a multi-storey building. Losses – 11 million UAH;

- the mayor of Netishyn, who allowed the purchase of quadcopters of inadequate quality. Damage – 1.2 million UAH;

- the former head of one of the departments of the Khmelnytskyi Regional State Administration, who allowed the misappropriation of budget funds during the purchase of software without actual fulfillment of the contract conditions. Losses – 2.3 million UAH;

- the head of the Berezdiv village and the head of the education, youth, and sports department of the Izyaslav City Council on suspicion of misappropriating budget funds during the purchase of flight simulators for schoolchildren. Losses – over 2.6 million UAH;

- the mayor of Dunayivtsi, a technical supervision engineer, and a contractor for inflating the volume and cost of work performed during the capital repair of streets. Losses – 1.1 million UAH;

- two former heads of the Department of Humanitarian Policy of the Kamianets-Podilskyi City Council and a technical supervision engineer for the misappropriation of funds during the capital repair of the city stadium amounting to over 4.5 million UAH;

- the head of a contracting enterprise for the misappropriation of budget funds during the capital repair of streets in the city of Khmelnytskyi amounting to nearly 2 million UAH;

- the heads of nine educational institutions of the Teofipol community and six accountants for the misappropriation of budget funds during the conclusion of fictitious contracts for the provision of centralized heating services in the summer period. Damage – 1.7 million UAH;

- the head of the Sudylkiv village for abuse of office and misappropriation of budget funds during the capital repair of the school building. Losses – 1 million UAH;

- the former director of the Khmelnytskyi Regional Employment Center and the head of the education department of the Horodok City Council, who entered into illegal agreements during the purchase of electricity. Damage to the budget – 287 thousand UAH and 644 thousand UAH respectively;

- two accountants of a state vocational education institution for unjustified accounting of allowances during salary calculations. Losses – 800 thousand UAH;

- the director of the regional comprehensive children's and youth sports school for misappropriating budget funds during the awarding of bonuses to himself amounting to 700 thousand UAH;

- the director of the Shepetivka communal enterprise – a city council deputy and an authorized person for public procurement, who committed misappropriation of budget funds during the purchase of vehicles. Losses – 536 thousand UAH;

- the head of the capital construction department of the Netishyn City Council for misappropriating budget funds during the reconstruction of an out-of-school education institution amounting to 582 thousand UAH;

- the head of the communal enterprise of the Starokostiantyniv City Council, who committed misappropriation of budget funds during the development of project and cost documentation for the reconstruction of a park. Losses – 637 thousand UAH.

Currently, investigative actions are ongoing in the criminal proceedings aimed at clarifying all circumstances of the committed criminal offenses and completing the pre-trial investigation.

Requests for preventive measures, property seizures from the suspects, and their suspension from office have been prepared.

The pre-trial investigation in the criminal proceedings is conducted under the procedural guidance of prosecutors of the Khmelnytskyi Regional Prosecutor's Office in cooperation with the National Police, the Security Service of Ukraine, and the State Bureau of Investigation in the region.

Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a court verdict.
