Prosecutors of the Chernihiv Regional Prosecutor's Office, in cooperation with other law enforcement agencies, have reported suspicions against 25 individuals, including officials from local self-government bodies, military administration, heads and officials of communal enterprises, directors of educational institutions, and leaders of societies. The amount of damages caused is nearly 44 million UAH.

Education

* The founder and general director of a limited liability company embezzled over 3.2 million UAH of budget funds during the capital repair of the cafeteria block of the lyceum. The director of this educational institution is also suspected of official negligence.

* The director of the educational institution and the deputy chief accountant, in collusion with the director of the limited liability company, inflated the volumes and costs of the actual construction work performed during the thermal modernization of the school building. They misappropriated budget funds amounting to 1.5 million UAH.

* The acting head of the education department of the Sosnytsia village council purchased educational equipment and supplies for the lyceum at inflated prices. The amount of damages: 350 thousand UAH.

Budget

* The former head of the Department of Civil Protection and Defense Work of the Chernihiv Regional State Administration, who improperly performed his official duties, purchased goods for the restoration of infrastructure destroyed as a result of the aggression of the Russian Federation at inflated prices. Damages – 1.4 million UAH.

* The head of the Department of Housing and Communal Services of the Chernihiv Regional State Administration purchased lumber at inflated prices for the restoration of housing and infrastructure facilities destroyed during the armed aggression of the Russian Federation. The amount of damages – over 9.2 million UAH.

* The authorized person for public procurement of the Chernihiv City Council's "Chernihivvodokanal" in collusion with other officials of the enterprise misappropriated budget funds amounting to 1.3 million UAH during the procurement of equipment for packaging drinking water.

* The mayor of Semenivka, with the assistance of the head of the public procurement organization sector of the Semenivka City Council and authorized persons for public procurement, organized the victory of a designated enterprise during the procurement of solid fuel heating boilers, which had more economically advantageous tender proposals. The local budget suffered damages of 594 thousand UAH.

* The head of the housing and communal services department of the Chernihiv City Council is suspected of abusing his official position during the procurement of services for the arrangement of observation points of protective structures and firing positions, totaling over 926 thousand UAH.

* The director of "Chernihivvodokanal" of the Chernihiv City Council, in collusion with the director of the limited liability company, misappropriated budget funds amounting to over 18.8 million UAH during the procurement and supply of equipment for the reconstruction of sewage treatment facilities damaged as a result of the armed aggression of the Russian Federation.

* The authorized person for public procurement of "Chernihivvodokanal" of the Chernihiv City Council is suspected of official negligence during the procurement of work uniforms for employees, which led to damages of 700 thousand UAH.

Land

* The director of the "Parking and Market" communal enterprise of the Chernihiv City Council, abusing his official position, transferred the right to build on a communal land plot worth 831 thousand UAH to a private enterprise free of charge.

* A land survey engineer and the owner of a farm are suspected of fraudulently acquiring 32 plots of communal land totaling 55.4 hectares, causing damages of 4.6 million UAH.

* The director of an agricultural enterprise unlawfully occupied a land plot of historical and cultural significance of 2 hectares in the Chernihiv region for the cultivation of agricultural crops.

Other

* The former director of one of the enterprises of the National Academy of Agrarian Sciences of Ukraine illegally alienated an apartment belonging to the enterprise, causing damage to the state enterprise amounting to 407 thousand UAH.

* Two directors of gymnasiums in the Chernihiv region, who are deputies of the village council, received an unlawful benefit of 800 US dollars for the illegal employment of conscription-age individuals in teaching positions to obtain deferments from mobilization.

The actions of the suspects have been qualified under parts 4, 5 of Article 191, part 2 of Article 197-1, parts 1, 2 of Article 364, part 2 of Article 367, part 1 of Article 114-1, parts 1, 3 of Article 368, part 5 of Article 190 of the Criminal Code of Ukraine.

Requests for preventive measures and for the suspension of the suspects from their positions have been prepared.

The pre-trial investigation in the criminal proceedings was conducted under the procedural guidance of prosecutors of the Chernihiv Regional Prosecutor's Office in cooperation with the Main Directorate of the National Police and the Security Service of Ukraine in the Chernihiv region.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a lawful manner and established by a guilty verdict of the court.
